In Arcade Mode, win all circuit races in Paris to unlock the Paris police car.

Unlock LA Police Car
In Arcade Mode, win all circuit races in LA to unlock the LA police car.

Unlock Tokyo Police Car
In Arcade Mode, win all circuit races in Tokyo to unlock the Tokyo police car.

Unlock SLFA50X
Come in first place in Tokyo, LA and Paris in Arcade Mode.
