Complete the game in survival mode to unlock the full version of it's prequel.

Complete the game with an overall 'A' rank. Then, go to the options screen and select 'House of the Dead 3'. You will now be able to increase the credits past '9' to get 'Free Play', which gives you unlimited continues.
